Irish Legislation Module

The Irish Legislation module provides compliance tracking tools scoped to the legal obligations of Owners' Management Companies (OMCs) and their managing agents under Irish property law.

Available Tabs

The module contains three tabs:

Summary Cards

The top of the Irish Legislation page displays three summary cards:

  • MUD Act Compliant — number of developments meeting MUD Act obligations
  • LPT (current tax year) — aggregate LPT position for the current year
  • MUD Act Non-Compliant — number of developments requiring attention

Scope

This module covers compliance areas that are directly relevant to OMC block management:

  • Multi-Unit Developments Act 2011 (MUD Act)
  • Local Property Tax obligations
  • VAT treatment of service charges and works
  • PSRA (Property Services Regulatory Authority) regulatory requirements

Out of Scope

The following are lettings functions and are not part of this module:

  • RTB (Residential Tenancies Board) registration tracking
  • Tenancy agreements and rental compliance
  • Residential Tenancies Acts obligations (these apply to landlords, not OMCs)

v1.0.102: RTB/PRTB registration tracking was removed from this module entirely. If your organisation manages individual lettings alongside block management, RTB compliance must be handled through a separate lettings platform.

MUD Act 2011 Checklist

The MUD Act tab provides a per-development compliance checklist aligned with the Multi-Unit Developments Act 2011, which governs the relationship between developers, OMCs, and unit owners in multi-unit residential developments.

Key obligations tracked include:

  • AGM and sinking fund requirements
  • House rules adoption
  • Title transfer of common areas
  • Provision of development records to the OMC

Local Property Tax (LPT)

The LPT tab allows recording of LPT band classifications for units within managed developments. LPT bands range from Band 1 (up to €200,000) through Band 19 (over €1.75 million).

Records are tracked per tax year and can be updated as valuations change.
